How much money are candidates allowed to spend in their election campaigns?

Finance Minister Nirmala Sitharaman said she won’t be contesting the upcoming Lok Sabha elections. She said that she did not have the required amount of money to contest the elections. The Election Commission of India has put a cap on the expenditure for candidates during elections. Considering this, do candidates actually adhere to the decided limit during election campaigns?
