This invention offers a formal and comprehensive solution to effectively manage floodwater through the transfer and storage processes. The initial step involves utilizing two established technologies, Horizontal Directional Drilling (HDD) and Cured In-place pipe (CIPP), in an innovative manner to transfer floodwater from a specific area to a discharge location. To serve this purpose, the invention introduces an enhanced design of CIPP Liner. The second step focuses on storing a significant amount of floodwater without the need for extensive infrastructure and high capital costs. This unique system incorporates an Aquifer with an underground discharge corridor (UDC) and a linked Surface storage facility (SSF), allowing for the storage of large volumes of water while minimizing evaporation.
